The agreement between the Uruguayan government and UPM will mark a before and after in the country's history. Uruguay's investment in infrastructure almost doubles that of UPM, but while the company recovers the investment in just over three years, Uruguay's profit is zero and it receives crumbs for providing water, soil and labor. The government accepts the interference of UPM in the teaching plans and labor standards of the country, ignoring powers of the Legislative Power, and marginalizing the Judiciary by accepting international courts in litigation with the company. The installation of a pulp mill of the dimensions of UPM2 on the banks of the Negro River will aggravate the existing pollution, due to its huge demand for water and the discharge of its effluents into the river. The proposals to compensate for the environmental and social impacts of the plant and the accompanying rail project are insufficient. The UPM train aims to cross densely populated areas of several cities with cellulose and hazardous chemicals.
