Preduprezhdenie prestupnosti i obespechenie bezopasnosti v gorodakh

Papers from a seminar on respecting individual rights and freedoms in the operations of internal affairs agencies, which was held on March 19-21, 2001. The seminar was co-sponsored by the Presidential Human Rights Commission of the Russian Federation, the Ministry of Internal Affairs of the Russian Federation, and the Moscow Academy of the Ministry of Internal Affairs, with financial support from the European Union in accordance with the European Initiative on Democracy and Human Rights. Participants included representatives of the Administration of the President of the Russian Federation, members of the Presidential Commission on Human Rights, directors of Federal law enforcement agencies, members of the cadre training staff of the Ministry of Internal Affairs, the Main Administration Internal Affairs, and the internal affairs directorates of the constituent republics of the Russian Federation, faculty members of institutions of higher learning of the Ministry of Internal Affairs of the Russian Federation, human rights organizations, and the mass media.
