Training Boards published recommendations for the companies in their scope. The FDTITB's recommendations for management training and development were something of a landmark at the time. They drew from the, then, little known approach known as 'Organisation Development' which took the unit of analysis (and development) as the organisational system rather than the individual manager. Two volumes were published: the first a set of recommendations and the second was a worked case study. Companies within the scope of the FDITB had to demonstrate that they took account of the recommendations otherwise a levy had to be paid. The main authors were Dave Francis and Mike Woodcock.
