Swatting the long tail of digital media

Proposes the concept of SWAT (software and workstations for antiquated technology) sites being established as needed in libraries and archives to assure that these agencies are able to convert and manage digital content from all types of computer physical media including obsolete formats. Furthermore, the author suggests that SWAT sites cooperate as a community (for example, SWAT sites with specialized capabilities could make their specialist digital conversion services available to other agencies).
