Biography
Joe Conceicao was born in 1924. He attended St. Patrick's Catholic school and later became a teacher. He gave up teaching and became Member of Parliament for the ruling People's Action Party of Singapore. He was appointed as Ambassador to Russia, Indonesia, and Australia.
