Notice nécrologique de M. Dilli Raj UPRETY
Nous avons la grande tristesse d’annoncer le décès de
M. Dilli Raj UPRETY (1930 –2008)
survenu le vendredi 31 octobre 2008 à Katmandou, Népal.
Personnage important dans la relation France Népal, francophone et francophile convaincu, ex-ambassadeur du Népal en France, amoureux de la littérature française, haut fonctionnaire népalais, M. UPRETY s’est toujours dévoué en faveur du rapprochement des liens officiels, diplomatiques, touristiques, culturels et personnels entre la France et le Népal.
Ambassadeur du Népal en France (1985- 1990), il a contribué à la création de plusieurs groupements de coopération franco-népalaise en France :
- La Chambre de Commerce et d’industrie Franco-Népalaise (Paris)
- L’Association culturelle Franco-Népalaise ( Paris, Avignon, Strasbourg)
- La Maison du Népal ( Neffes, Hautes Alpes)
Durant sa retraite, il a continué à apporter une contribution appréciée au rayonnement de la culture française au Népal en qualité de Vice-Président de l’Alliance Française de Katmandou ainsi que par la traduction des œuvres de Guy de Maupassant, d’Albert Camus et de Sylvain Lévi en langue népalaise.
Il sera vivement regretté par ses nombreux amis en France et au Népal.
Parcours professionnel :
Après obtention de sa Maîtrise ès Science de l’Université de Patna (Inde) en 1954, M. UPRETY a débuté sa carrière en qualité de professeur à la faculté universitaire de Tri Chandra à Katmandou. En 1960, il a rejoint l’UNESCO à Paris où, durant 5 ans, il a exercé les fonctions de ‘Programme Officer’. De retour au Népal, il a occupé des responsabilités importantes au sein du gouvernement népalais :
- Under Secretary, UNESCO/UNICEF, Ministère de l’Education, (1965-1970)
- Joint Secretary, Ministère de l’Education, (1970-1975)
- Directeur Général du Département du Tourisme, (1975-1979)
- Joint Secretary, Ministère du Tourisme ( 1980-1984)
- Ambassadeur du Népal en France, Espagne et Israël, Délégué permanent du Népal, auprès de l’UNESCO (1985- 1990)
Publications :
- 3 œuvres littéraires (Maupassant, Camus) françaises traduites en Népali et publiées par la Royal Nepal Academy, Katmandou
- ‘Le Royaume du Népal’ (ouvrage touristique) 1974, Katmandou
- ‘Le Népal- étude historique d’un royaume hindou’ de Sylvain Lévi, Vol. I et II traduits en Népali et publiés par Himal Books, Katmandou
Distinctions honorifiques :
- Ordre de Gorakha Dakchin Bahu (4e), Népal, 1974
- El Merito Civil, Espagne, 1979
- Grande Médaille de la Ville de Paris (échelon vermeil), 1990.

Translation in Nepali of Sylvain Lévi’s book « Le Népal », published in 1905-1908.
The 23rd of September 2005, Mr. Gérard Toffin, Director of Research at Centre national de la recherche scientifique (Paris) and Professor of Nepali Civilization at Institut national des langues et civilisations orientales (Paris), has delivered a lecture on the role of Guthis (associations) in Newar society and culture.
This conference has been hosted by Social Science Baha, a local academic institution.
This event has been followed by the launching ceremony of the translation in Nepali by Mr. Dilli Raj Uprety, former Ambassador of the Kingdom of Nepal to France, of the first part of « Le Népal », a reference book on Nepal and its history published by Sylvain Lévi in 1905-1908.
