Biography
Mr. Rios is a Fulbright Scholar with a Master Degree in Economics from Rutgers the State University of New Jersey, USA. He has more than 20 years experience in international financing of development projects. His field experience covers Argentina, Bolivia, Colombia, Ecuador, Paraguay, Peru and Uruguay. The last ten years of his professional career at the Inter American Development Bank (IDB), where he also held the position of Executive Director for Uruguay Paraguay and Bolivia, were devoted to accountability issues. He was the Coordinator of the Independent Investigation Mechanism at the IDB since 2000, and of the Inter American Investment Corporation (IIC) since 2002 until 2005. Mr. Rios has also had more than ten years of teaching experience at the universities of San Andres, in La Paz; San Simon, in Cochabamba and Technical University, in Oruro, Bolivia.
